Greater Athens: what was filed, approved, and started in October 2026
October 2026 · as last updated October 27
This is the October report as it stood when November began. It is frozen: later corrections are noted at the top of this page, and the current report is on the market page.
An arena district, a new courthouse, and growth beyond student housing.
The short version
Athens has several overlapping development stories: student housing, a mixed-use district around Akins Ford Arena, a new Judicial Center and the next phase of North Downtown Athens housing. Oconee adds medical offices, retail and downtown Watkinsville concepts. This update adds 18 previously unlisted projects or site leads across the four counties and expands the Georgia Square Mall discussion. These are new to our coverage; many were announced earlier. The project table now has 29 entries, including 290 Lumpkin. The map also has a separate layer for 10 development parks and land sites, with public role and availability described below. Earlier proposals and unresolved site leads remain visible below rather than waiting for every detail.
290 Lumpkin: student housing on a former university parcel
290 Lumpkin, at South Lumpkin and Wray streets, is under construction. The current property site lists 243 furnished residences and 353 beds, with summer 2027 move-ins (property website). CCI's July 13 announcement says construction began in summer 2025, with New South as contractor. It describes coffee-shop and Baptist Collegiate Ministries space, and a 2024 property exchange with the University System's Board of Regents (CCI announcement). Earlier accounts used 240 or 260 units; the current figures above supersede those descriptions. The project was missing from our prior inventory. University land exchanges and sales are now an explicit discovery source.
Development parks, public land and available sites
These places help show where projects can emerge before permits appear. A county-promoted park may contain private land; authority title may reflect financing for an occupied plant. The descriptions distinguish public involvement, existing uses, incoming projects and marketed availability. Purple map markers are site context, not construction stages or available-land boundaries. Source check: October 27, 2026. Park acreage, tenant projects and separately marketed lots are not added together.

More development-land leads
Madison IDBA Highway 72 park, Colbert area. Main Street News reports that commissioners approved light-industrial rezoning June 1, combining a 64.79-acre tract with more than seven acres of frontage parcels: roughly 72 acres in total. Its planning coverage describes commercial uses at the front and warehouses/light manufacturing at the rear (planning coverage; commission coverage). The authority markets the main tract and frontage lots. Its August minutes reported access work complete except striping. Tenant commitments, current remaining lots and final covenants are unconfirmed. The combined acreage is a reported approximation, not a surveyed total; exact map placement remains pending.
Gateway Technology and Business Park / IMI, Oconee. This historically public park now includes privately acquired development sites. Local reporting describes IMI's planned corporate/manufacturing campus and says the commission approved parking and curb/gutter changes January 6 (January reporting). Current construction, relocation and the exact campus acreage remain unverified. A May 2025 account says the authority had sold its last major northern parcel, while two small southern remnants lacked road access. The park is not an assumed inventory of vacant public land.
Other Athena offerings. Broker material markets the Hancock tract and Wood tract. These are leads for current availability checks, not tenant announcements. Older Kesler assembly marketing needs parcel-ownership reconciliation before it can support an available-acreage claim.
Crawford, Oglethorpe. A broker markets 6.19 acres on Oglethorpe Drive, zoned Office Industrial Park, as three lots. Public ownership, an operating public park, recorded lot configuration and sewer arrangements have not been established.
Carlton quarry reopening, Madison. Local reporting identifies Broad River Mining LLC's request to reopen a quarry on about 279 acres at Berkley Road (Main Street News). This is an application lead; the final commission outcome and any operating permits remain unconfirmed.
Additional public parcels. County GIS screening identifies possible disposal, land-bank and retention candidates, including smaller infill and utility holdings. Screening recommendations are not active offerings. We are checking current ownership, restrictions and authorization before presenting individual parcels as available development land.
The Arena District: a development program around the arena
The public Arena District plan covers land around Akins Ford Arena between downtown and the North Oconee River. Accenture's September 2 presentation puts hospitality, parking and residential uses at the center of the work. It describes the framework and parcel concepts as pending approval, with market, stormwater and financial work continuing (county-posted presentation, September 2). This is a proposed district buildout around an operating arena, not a claim that all its buildings are approved or under construction.
Flagpole reported September 9 that the concept includes a hotel at East Broad and Foundry, an entertainment plaza, apartments and townhouses on Hickory, a parking deck replacing the Classic Center pavilion, a Firefly Trail connection and a covered escalator. The report anticipated a November work session and December vote. Those were prospective dates; final approval, parcel programs, developer appointments and financing remain to be checked.
Our read: this is one of the market's important development opportunities to follow because it combines public land, visitor demand, housing and shared infrastructure. The October 26 report omitted it. We have added it prominently here while retaining its actual concept-stage uncertainty.
Clarke County
Public investment and mixed-income housing. The county's Judicial Center concept at 120 W. Dougherty Street is 218,215 square feet with an estimated $225 million budget. The county reports schematic approval on October 6; its tentative schedule puts new-building construction in early 2028 (ACC project update). These are concept figures and schedule targets, not a final construction price or start.
At the former Bethel Midtown Village site, Jonathan Rose Companies, Columbia Residential and Athens Housing Authority are pursuing a four-phase redevelopment (developer). Grady Newsource, October 15 reports 146 apartments under construction in Phase 2, The Square at NoDA, for an end-2027 target. Phase 1, the 120-unit View at NoDA, was completed in 2025. The new table row covers Phase 2 alone.
Georgia Square Mall deserves more than a footnote. The Leaven Group is seeking a different route to redevelop the Atlanta Highway site after moving away from the earlier public-private financing arrangement. The 2023 plan carried a reported $660 million price tag, but that is an earlier scheme, not a confirmed budget for the revised proposal (Flagpole, July 29). The overlay request would change density and development flexibility; the latest outcome has not been confirmed in this refresh (Flagpole, September 30). We are keeping the redevelopment visible without treating requested density as committed construction.
Students first. Core Spaces announced in late July that it had broken ground on Hub Athens Dougherty at 295 E. Dougherty Street: 536 apartments, 1,656 beds, retail at the base and a public parking deck, with completion targeted for 2028 (Multifamily Dive, July 31; contractor project page). The site was Hotel Abacus and two county parking lots, traded to the developer in a land swap the commission approved 6–4 in January (Athens Politics Nerd; Flagpole).
A few blocks west, Northwood Ravin's Magnolia at Broad and Milledge, on the old Varsity lot, opened preleasing in October for 179 student apartments over a Publix, with delivery set before the 2027–28 school year (owner, October 7). Hilltop Athens on North Avenue, 222 beds, was under construction in May with a fall 2027 target (owner release, May 12).
More may be coming. In October the Planning Commission narrowly recommended Cardinal Group's plan for the block of West Broad, Finley, Reese and Pope streets: 181 units and 425 bedrooms, reported by Flagpole. Accounts of the vote differ on the land-use change; the commission's final decision is pending. Our read: downtown student housing is moving west and south, toward land that was retail and public parking.
Conventional apartments show up in the county's 2025 permit log at Horizon at Tallassee, Talley Crossing and Heyward Allen Parkway (ACC permit report). We have not confirmed their current stage.
The university keeps building. UGA reported in August that its School of Medicine building is under construction for a December dedication, and that the next phase of the Science and Ag Hill modernization is under way for spring 2027; a new first-year residence hall and dining center opened this fall (UGA, August 14). Piedmont Athens Regional announced a $56 million, eight-phase rebuild of its surgical floor in September 2025, with phases running through 2028 (Piedmont, September 2025).
Industry. Meissner, the filtration maker that chose Athens for a $250 million campus in 2023 (Flagpole), held a ribbon cutting for its X-ray irradiation facility and a groundbreaking for its manufacturing phase this year (Meissner).
On the west side, the owner of the old Westclox plant on Newton Bridge Road asked to rezone 19.5 acres into a commercial-first overlay that would allow housing once commercial space is occupied. The Planning Commission recommended approval in September (staff packet). The 234,000-square-foot factory sits vacant, according to the packet. Our read: if the overlay proceeds, the site could become a substantial reuse project for this side of Athens.
Pipes. The county has a $10 million contract ready to award for the first phase of the Middle Oconee East sewer trunk, with work scheduled to start in winter 2027 (staff packet). We have not confirmed the award vote.
Done: the College Square redesign downtown opened to the public in early September; small work continues into 2027 (ACC).
Oconee County
Medicine on the SR 316 corridor. The largest permit we found in Oconee is a $12.2 million interior finish for a 45,985-square-foot medical office building at 1305 Jennings Mill Road, issued in March (county permit report). Down the road, medical office tenants have taken out permits to finish space on Resurgence Drive since last year.
The owner to watch is Wellstar Health System, which owns three lots in Research Quarter off Virgil Langford Road (county staff report, July 2026). The developer's concept plan shows a three-story hospital on them, according to local reporting. We have not confirmed a Wellstar announcement or a state filing. The park requested a building cap of 250,000 square feet. The county reported approval of the rezoning modification in August with ten conditions; we have not inspected their final text. Our read: a hospital here would pull more physician offices to a corridor that is already filling with them. Until Wellstar says so, it is a plan on paper.
Recreation. Athens Athletic Club has permits for a 57,117-square-foot club at 1660 Plaza Parkway, valued at $12 million, plus two spas (county permit reports). Grading was reported in June (Oconee County Observations). In July the county approved the owner's request to put medical offices where a hotel had been planned (county case archive).
Housing. New-home permits this year include runs at three subdivisions: D.R. Horton at Westland, Lennar at Willow Creek, and several builders at Malcom Bridge Estates (county permit reports). Senior housing is the other thread. The Grove has pulled dozens of permits for detached senior homes off Virgil Langford since early 2025. The Landing in Bogart won approval for an assisted-living expansion in October 2025 (county case archive) and received a $6 million permit for it in August. Celebration Village, approved in 2020, held a groundbreaking in 2025; on September 1 commissioners denied its appeal to open cottages before the assisted-living building (county case archive; Oconee County Observations).
A county staff memo for that appeal describes the rule underneath: outside Watkinsville, residential use is limited to 30 percent of wastewater capacity, with assisted living allocated separately (county memo, August 27). At the meeting, the planning director said the residential share is spoken for, according to the same local report. Our read: if the county's allocation records confirm it, that is the most important fact about Oconee housing. We are checking.
Groceries. In January the developer of Publix at Oconee Station on U.S. 78 reported a signed Publix lease and a spring groundbreaking (Oconee County Observations). We have not matched a building permit yet. Another Publix site, at the Oconee Connector and Mars Hill Road, remains tied up in a zoning dispute and lawsuit (Oconee County Observations).
The highway. GDOT is rebuilding SR 316 at Jimmy Daniell Road, the Oconee Connector and Virgil Langford Road. Jimmy Daniell has been closed at the highway since September 14 for roughly six months (Oconee County Observations). Our read: the Epps Bridge shopping area gets harder to reach before it gets easier.

Madison and Oglethorpe
Madison Fields, Madison County. The developer is marketing 147 homesites across 300 acres beside The Rose Golf Club. Its FAQ anticipates home construction after site development and plat recording, with late winter or early spring 2027 as the target (developer FAQ; undated). These are marketed master-plan figures, not a verified final plat or a count of homes under construction. Phase boundaries and the relationship to the smaller land-disturbance footprint remain to be reconciled.
US 78 C&D Landfill expansion, Oglethorpe County. Georgia EPD issued a site-suitability notice for the proposed Phase III lateral expansion on February 25. The notice expressly says it is not permission to construct or operate; design, public participation and permitting steps remain (EPD notice). Oglethorpe also lists a data-center ordinance on its planning page, which is a policy signal rather than evidence of an identified data-center project.
Both counties still need a complete permit and historical planning inventory. This refresh checked their planning source indexes and Madison's industrial-development authority agenda route, but does not establish a full sweep or a quiet market.

How we built this
Research cutoff. October 27, 2026. The original October 26 inventory is supplemented by a broad omissions search, public district and capital-project sources, owner/developer pages, local reporting and two recent Oconee permit reports. This remains partial coverage, not a complete sweep of every source through that date. Table verification dates record source checks; the dated project detail shows when activity was reported.
Area. Clarke, Oconee, Madison and Oglethorpe counties and the cities inside them. This issue's project list concentrates on Clarke and Oconee. Fewer projects named elsewhere does not mean less activity.
Sources. County and city agendas, staff reports and permit reports; owner, university and hospital announcements; state and regional review filings; and local reporting. Credible public reports and plans are included promptly with attribution, while counts, official outcomes and locations are refined. Where we cite local reporting, we say so. AI-generated meeting summaries are used only to find documents.
What the labels mean. A permit means permission to build. "Under construction" means an owner, contractor or reporter said so, on the date cited, or we found physical evidence. Delivery dates are targets. Passages marked Our read are our analysis.
What we could not see. The original Oconee pass recorded 97 accesses among 102 archive entries labeled from November 2024 through October 15, 2026, with five failures and mostly commercial/larger-project screening. This refresh also read all 17 rows in the two reports at archive IDs 2523 and 2525; it does not add them to the earlier access count or certify the full archive. Oconee has not posted recent commission minutes online that we could reach. The earlier Athens-Clarke portal tests did not expose a public search; no new complete portal pull is claimed here. We have not obtained complete permit inventories for Madison, Oglethorpe, Winterville or Hull. Records requests are drafted and have not been sent.
