Market Watch · The Docket
Updated November 1, 2026
Preliminary November report. Research is in progress. None of the four cities has a completed permit and inspection sweep. Meeting, capital-budget and procurement coverage is partial. This is not a complete inventory or a market-wide records-through date. Completed projects are retained for context.
Each dot is a project in the list below: filled when construction has started, solid ring when approved, dashed when only filed. Muted filled dots mark completed or opened projects. Light dotted rings mark proposed concepts. Tracts large enough to see are shown as a shaded circle of their stated acreage, centered on the project; it shows size, not the property line. Points use Census address matches where available. Campus points, the Hyatt location and highway markers are approximate context. Shared campus points do not locate individual proposed buildings. No pin represents a surveyed footprint. Click a dot or a project for its status and source. The table and map contain 21 projects and programs. Some are delivered, some are proposals. No combined investment, housing or active-construction total is calculated. TexAmericas Center and Red River Army Depot are outside this public table.
November 2026 · Preliminary report · Updated November 1
Texarkana has several different development stories. Amazon's Arkansas delivery station and Hyatt Studios on the Texas side have opened. TAMUT reports a completed academic building and continuing athletic construction, while planning more housing. Texas High's $59 million career and technical center opened in March, and a converted North State Line hotel now holds 113 apartments. Those deliveries and proposals should not be counted as one active construction pipeline.2, 9, 11, 38, 39
Pleasant Grove Surgical Hospital is a separate, newly filed hospital proposal at 3133 Pleasant Grove Road. Its July registration estimates $18 million for a 36,858-square-foot, two-story, six-bed facility. The table carries it as Filed: the submitted August 2026 start and August 2027 completion do not confirm construction. Potter Properties is the listed owner and BB&W Architects the designer.44, 45
The West Park hospital campus built for Wadley is a separate question, and its status is unconfirmed. A June guide describes it as unused and seeking an operator. An August Gazette headline says the property owner calls it finished and reports operator interest; we could not read that story. Neither completion nor an operator is confirmed, so it stays out of the table. Future dates in an accessibility registration do not make it an active project.18, 43
The university's housing strategy describes a multi-phase Eagle Landing program. The system's second-quarter FY2026 update lists project 22-3482, Eagle Landing Phase 4, with a $51.8 million planning amount. Its older campus strategy and capital plan use different phase sizes and schedules. The table carries the expansion as Proposed while those records are reconciled. It does not turn a fall target into an opening or add phase budgets together.1, 3, 4
WoodSpring Suites has a July state registration for a 38,220-square-foot hotel on Piney Road. HomeGoods has a 30,600-square-foot tenant-improvement registration at Town West. These are documented filings. A submitted start date and an accessibility inspection are different from a confirmed construction start or store opening.8, 10
The sports investment is already partly delivered. The city's June 2025 report says the renovated Swanger complex opened that May. Parks Elementary and Dunbar also opened for the 2025 school year. They remain visible as recent changes to the market, outside active construction.16, 17
Landmark on Pine would put 40 senior apartments in historic buildings on Pine Street. TSAHC describes a total development budget near $16.1 million; the TDLR construction estimate is lower because it is a different measure. KTBS later reported an $18 million total that includes market-rate units and retail, with work to start in summer 2026 by removing asbestos and lead paint. The figures measure different things and are not reconciled. Neither projected start is proof work began. Nearby, the city reported construction at the Assembly Line incubator in March 2026. Its latest delivery date remains a follow-up item.5, 6, 7, 27, 42
KSLA reported Amazon operations in September 2025 and a ribbon cutting in February 2026. The ceremony is not the operational start date. Airport work has more than one track: an enacted $11 million federal appropriation supports taxiway and taxilane improvements. Separately, May 18 board minutes record a 5-0 vote authorizing a $15,786,713 Tatum Excavating agreement for the runway 4/22 extension, overlay and taxiway Delta extension. The Gazette's August 21 front page reports the first phase, a 500-foot extension and overlay, began July 20. It puts the three phases above $63 million with completion expected in 2027. That figure is reported, not added to the contract.11, 14, 33, 34, 40
The runway is being lengthened for large aircraft. In April, Dean Baldwin Painting and the airport announced a four-bay aircraft painting facility with 150 to 160 jobs. The August report names it the expected first tenant of the planned MRO site. No investment figure, building contract or start date has been found, so the table carries it as Proposed.40, 41
One housing delivery came from reuse rather than new building. KTBS reported the former America's Best Value Inn at 4200 North State Line reopened as ArTex Commons, 113 studio and one-bedroom apartments. The Gazette covered it in March 2025; the exact opening date is not in the story we reviewed.39
Two smaller housing leads need following even though they fall below the table's 50-home threshold. Local reporting describes a 40-lot Highlands subdivision on North Rondo Road. A September legal notice puts a 45-lot Autumn Creek final plat on the October planning agenda. A hearing notice does not establish its outcome.19, 20
The Arkansas street and drainage bond program is another material lead. The reported $29.41 million issue includes refunding as well as new capital work. We have not turned its face value into a new-construction total or assigned it to individual streets.22
Nash's July minutes record a utility-upgrade presentation and authorization to apply for a water grant. April 2025 minutes award the EDA disaster-improvements contract to Francis Excavating for $2,569,148.22, contingent on EDA approval. Separate April 2026 minutes correct the downtown revitalization award to $357,567.33, including both alternates. Neither record establishes completion.24, 35, 36
Wake Village's meeting and permit inventory is still open. No absence of projects is inferred from that gap. Its school renovation appears in the district's facilities plan; the current scope and completion remain research questions.32
The city's permit reports also capture restaurant alterations, offices, clinics and smaller residential addresses. Those records stay in the research register even when they do not enter the table. The 2025 annual report describes city land preparation in Falvey Industrial Park and the Pleasant Grove/Cooper Lane annexation service plan; parcel boundaries and overlapping actions still need reconciliation.7, 16, 26
Historic Orr School is a named priority site in a regional brownfields assessment grant. That supports environmental and reuse planning, not a committed building redevelopment or a construction start.21
The boundary covers both Texarkanas, Nash and Wake Village, and adjoining urban highway corridors in Bowie and Miller counties. It does not mean every part of both counties. TexAmericas Center and Red River Army Depot remain outside this public table. The locator on Home and Markets is schematic, not a coverage boundary.
This first pass combines independent city and corridor searches, Texas city quarterly and annual reports, university capital plans, state filings, transport programs, agency notices and local reporting. No market-wide records-through date is claimed. None of the four cities has a completed permit and inspection sweep. The meeting follow-up recovered legacy Texas records, 49 Arkansas board agendas, Nash records and Bowie County minutes. Agenda screening is further along than attachment and outcome review. Newer city portals, Wake Village records and Miller County downloads leave material gaps. The full 24-month meeting review, school capital budgets, utility and housing-authority records, procurement histories remain open. A separate pre-repository omission search added leads; its West Park searches were qualified by automatically supplied prior context. It is not an unqualified blind or exhaustive audit. These gaps limit the report's completeness.
The table distinguishes a plan, a filing, a named authorization, physical work reported on a source date and a delivery. It calculates no combined investment or housing total. Map points locate context; several campus projects share a campus point and do not imply a fixed building site.
50 homes or apartments, 150 student beds, 20,000 commercial square feet or five corridor acres, industrial investment of $5 million or 25 jobs, public projects of $5 million, or 25 acres rezoned. Smaller corridor and landmark reuse projects may appear. Thresholds govern prominence; research captures smaller leads too.
